Born October 12, 1960 in Dobel-city, Latvia
Has candidate degree in economics and professor’s academic status.
Before entering Leningrad State University, economics faculty, worked as a motor mechanic and training assistant at the engine laboratory of the Academy of Procurement and Transportation of the Defense Ministry of the USSR.
After graduating from the economics faculty of Leningrad State University, took a position of intern researcher at the Leningrad Institute of Social and Economic Problems of the Academy of Sciences of the USSR.
December 1985, entered the internal postgraduate school at the Institute of Economics of the Academy of Sciences of the USSR.
Having received his candidate’s degree, was engaged in scientific research at the Institute of Social and Economic Studies of the Academy of Sciences of the USSR.
From October 1990, worked as Vice Chairman of the Committee for Economic Reform of the Executive Administration of Leningrad City Council.
After the Committee for Economic Reform was closed down, he started to work at the Committee for Management of Leningrad free enterprise zone.
From November 1991 to 1992, Vice Chairman of the Committee for Economic Development.
From August 1992 to 1993, worked as Chairman of St. Petersburg City Administration’s Main Finance Office (presently, the Financial Committee).
From 1993 to June 1996, Deputy Mayor, First Deputy Mayor, member of the City Government, Chairman of the City Administration’s Economic and Finance Committee.
August 1996, by Decree of the President of the Russian Federation was appointed Deputy Director of the Presidential Administration, Director of the Presidential Administration’s Control Department.
March 1997, by Decree of the President of the Russian Federation, was appointed First Deputy Finance Minister of the Russian Federation.
January 1999, was appointed first vice chairman of the RAO UES board of directors.
June 1999, was appointed First Deputy Finance Minister of the Russian Federation.
May 2000, by Decree of the President of the Russian Federation, was appointed Deputy Prime-Minister of the Government of the Russian Federation and Finance Minister of the Russian Federation.
March 2004, by Decree of the President of the Russian Federation, was appointed Finance Minister of the Russian Federation.
September 2007, by Decree of the President of the Russian Federation, was appointed Deputy Prime-Minister of the Government of the Russian Federation and Finance Minister of the Russian Federation.
Chairman of the Russian Finance Ministry Board.
Author of over 15 scientific works in economics and finance.
By Decree of the President of the Russian Federation dated October 12, 2005, No. 1199, received the Order “For Distinguished Service to the Fatherland”, 4th grade.
Married, has a daughter and a son.
